according to google (using the 'define:' function in google):
Kerb Weight: Unladen weight, ie empty vehicle plus full fuel plus 75 kg driver (so same as what dom_105 said) Tare Mass: This is the vehicle’s unladen mass and is defined as ‘the vehicle’s mass in running order, unoccupied and unladen with all fluid reservoirs to nominal capacity’ and 'all standard equipment.’ (also the same as what dom_105 said)
