Default AUII VCT Question

Should there be excessive amounts of oil in the plug that attaches to the VCT? (See attached picture)

If there shouldn't be any oil, what would be the possible problem and solution.

It's just that I had to remove the plactic cover behind it the other day to replace the belt and found that there was oil in the plug.
