They are not quite matte, and the opposite end to the metallics we know, they look to me like the mix is base heavy and the tone becomes matte-ish.
I've seen this effect on BMWs and maybe Audis too.

That BM I would call undercoat grey and there seems to be a few brands with this colour or variations of over the last few years.
IMHO Is it possible the "mattes" you have seen are actually wraps rather than factory colours? Or are they Pearls which sometimes look mattish too.
