My Father in law lives in China. Not Wuhan, 800km away, but still virtually no one there was allowed out for 2 months at that time, they were not manufacturing much at all at that time. Their lockdown made Victoria's look like spring break. He had a 300mt walk to the supermarket, had to pass 2 police checkpoints to get there, getting his temperature taken at each.
It wasn't just 3 million from Australia, they were getting plane loads from everywhere. But they had practice from SARS, and knew what needed to be done.
