i don't think its as bad as you make out. I'm not familiar with that particular van but many vans aren't actually fitted with shocks, so vans take a lot longer to settle over any undulations etc.

Also, the van movement is having very little effect on the tow vehicle, so given the 'tail isn't wagging the dog' I'd suggest the tow vehicle actually weighs at least 20% more than the van.

Its certainly not an ideal setup but I don't think its an accident waiting to happen.
