It seemed worse 15-20 years ago with less people, you could always see a brown haze around the city on a clear day with good visibility when you were looking at it from a distance - if you were approaching Sunbury in its outer NW heading towards Melbourne and could see the city in the distance.
It is a dirty city, I'm not sure the last time you were hanging around the CBD but it smells like urine too
