I guess they look at it like, while holidaying in a camper, there is no essential need to be driving while passengers sleep in a bunk.

Where as commercially they are required to be able to make a destination by a given time.

Might have something to do with all seating positions needing to be facing forward and placed at the front of the vehicle ADR 44 00. Something which would be impossible to achieve in any MH.
