Don't think this is a Dan issue. There is no guarantee he'll win the next election, so he could be handing this same power over to the opposition. A couple of weeks ago Matthew Guy was supporting for the powers to be handed from CHO to Health Minister.

The difference, as far as what has been made publicly available so far, is that there will be more scrutiny on gov's decisions with this bill. Whilst the independent body can't veto any decisions, the reasons behind the decisions will at least be made public. And if those reasons are "unacceptable" there will be 6m Victorians marching and protesting, not 2000.
