My mother in law is at a loss, she just can't grow roses, they keep dying.

Try Initiator tablets for the aphids, its a systemic pesticide that lasts for about twelve months.
Or for a more PC approach plant some sunflowers, they attract lots of ladybirds, predatory wasps and insects. You'll get some kudos from the mrs when they flower too...
