That's right, hence "daytime running lights". Somewhere in amongst the RTA's ramblings it states that DRL's need to be off once headlights are turned on.
To be honest, when I do see DRL's on at night it does annoy me a little because they are ridiculously bright and become a massive glare issue when on at night.
Not sure where dimming comes into the rules, but I see a lot of Audi's have that ability oem. Haven't seen any DRL kits that have that ability though, unless you come up with something yourself.
